Michael Phelps was born and raised in the Lake Point area of Baltimore County, Maryland. His father Fred Phelps was a football player in high school and almost made the team for the Washington Redskins. His mother Deborah Sue “Debbie” Davisson Phelps is a middle school principal.

Later, his dad Fred worked for the Maryland State Police. The parents divorced when Michael was 9. Apparently wasn’t really there much for the kids after the divorce. They were estranged, then had a brief reconciliation, now currently estranged again. His father was at the 2004 Athens games but is not at Beijing.
Michael Phelps’ dad, Fred, admitted to the reporter that he has not had a single conversation with his Olympian son since Michael left for Beijing.
And eight medals later, Michael still has nothing to say.
“He’s so busy, I’m sure not even his agent can get a hold of him,” Fred told The Post yesterday outside his home in the Baltimore suburb of Linthicum Heights, when asked why he had not yet made any attempt to congratulate his record-setting son…
Michael has never publicly acknowledged his father as having any role in his success.
“The person I love the most is sitting in the front row – my mom – for everything she’s done,” Michael told reporters Monday in Beijing.
Following the divorce, Fred Phelps had little contact with his son. Prior to the 2004 Olympics, Michael told a reporter that his father hadn’t even called to congratulate him when he set his first world record. However, the two reconciled prior to the Athens Games and Fred even made the trip to watch his son win six golds and two bronzes. Since then, however, the relationship has reportedly fractured.
Fred Phelps declines most interview requests, citing a desire to have the focus remain on his son.
